Concept over musicality was always Nation of Ulysses' M.O., and that's what you get on the D.C. punk band's 1991 debut: a sprinting diatribe against, well, pretty much everything. Throughout, guitars and skins are beaten to a bloody pulp and even a trumpet occasionally squawks to add a touch of free-jazz rule-breaking. The Black Panther-referencing title is nothing compared to the vitriol spewing out from Ian Svenonius, who despises adults and what rock 'n' roll has become -- excessive, drug-fueled, corporate, retrogressive. He also offers sage advice like, "Kids, don't rat out your friends."
