Cults' Madeline Follin and Brian Oblivion bring touches of retro bubblegum pop to tiny bits of filtered fuzz -- but they're no Jesus and Mary Chain. Their second album Static does have a little more teeth, though, putting them in the same league as bands like Dum Dum Girls, Best Coast and The Raveonettes. The tambourine-splashed "I Can Hardly Make You Mine" highlights Follin's sinewy vocals on her best nails-digging-in melody yet, one that's more rock and R&B than anything Cults have done before. Guess this means they're growing more defined -- not static at all.
