"Are they creeping under my skin?" asks Stefan Burnett on the Matrix-like paranoia of "Big House." His voice is crucial to Death Grips' vision of post-millennial horror, and he brings clarity to his band's electronic noise. So it's disappointing that he's mostly spectral on Government Plates. The title track and "Anne Bonny"'s digitized flurries may be impressive, but when he doesn't give them context beyond repeated slogans, they sound like instrumental demos. The songs on where he's fully present, like "Whatever I Want" and "Two Heavens," show why he's a difference maker.
